What is an IUDC and why are we creating an IUDC?
The integrated urban development concept (ISEK) is an overarching concept that was developed jointly with all municipal institutions and various specialised planning departments with the active involvement of citizens. Specialist experts have supported this process and provided important information.
The concept represents a legally non-binding, conceptual and long-term control instrument in which the city, with the participation of its citizens, aims to provide a general planning framework for its further development and thus serves as a basis for the sustainable urban development of the city as a whole with a planning horizon up to 2040. The results from the creation of the ISEK will be taken into account in the redrafting of the land use plan. However, neither the IUDC nor the land use plan are legal norms and are therefore not legally binding.
In agreement with the government of Upper Bavaria, the scope and area under consideration of the IUDC refers to the entire urban area. Accordingly, the measures are only described on a large, conceptual scale.
The ISEK is a funding requirement for all urban development programmes and therefore an important basis for applying for urban development funding for the implementation of measures.
