The competent authority for issuing a permit or exemption is the road traffic authority in whose district the traffic requiring the permit begins, or the permit authority in whose district the applicant has his place of residence, his registered office or a branch.
A permit according to § 29 para. 3 StVO is required for vehicles that exceed the general permissible limits according to the StVZO for dimensions, axle loads or total weight.

An exemption according to § 46 paragraph 1 No. 2 and No. 5 StVO require vehicles that exceed exclusively by the load, the dimension, axle loads or total weights.
