If there are compelling personal reasons, there is a legal right to a guest school permit.
At the request of the parents, attendance at another elementary or middle school with a different district may be approved for compelling personal reasons. These reasons only exist if the resulting personal disadvantages clearly outweigh the public interest in complying with the Sprengelpflicht. These reasons may exist in particular if there is no adequate after-school care offer at the Sprengelschule. This must be substantiated by appropriate evidence.
No reasons for a guest school permit are, in particular, the parents' commute to work, siblings' children, better image of the school, etc.
